Solidarity with the workers’ movement in Panama

Dear comrades,
on behalf of Serve the People – Communist League of Norway we express our solidarity with the workers’ movement in Panama and wish success with the struggle against the Law 30 (Ley 30).

In the time of crisis in capitalism, the bourgeoisie always tries to throw the cost for it at the working class. The reduction of workers’ rights and the assaults on the working class which already have taken place in Panama is a part of this international strategy of the monopoly capitalism to let the workers’ and other exploited groups pay for the crisis – a crisis created by the same bourgeoisie and monopoly capitalism.

Although there are great differences in the history and economical development of Norway and Panama, a thing we have common is the importance for US imperialism. Panama is of great importance for the USA and because of the Panama Canal and because of the Air Force Bases which are used in their struggle against anti-imperialist forces in Latin-America, Norway is important because of our oil reserves and strategic placing at the Northern wing of Europe. The value of international solidarity cannot be underestimated. There are similarities in our struggle, as there is in communist work all over the world.

Communist thoughts are gaining new supporters and communist organising is experiencing an offensive in the time of crisis – a crisis created by capitalism itself. More and more people are seeing that capitalism means solely new crises and wars.

The working class is on the offensive in many countries, and communist ideology is spreading among more and more people as a consequence of this.

The crisis will make more people be aware of the problems linked with the capitalist system. It is our responsibility to spread our propaganda and to make our politics and our alternative – a communist society – known to as many people as possible.

A correct party line and hard-working, dedicated cadres are decisive for the success of a communist party. We have great tasks in front of us, but through hard work, studies and a good fighting spirit victory can be won for the proletariat and their allies.

A repressive, murderous operation has been launched by the Indian state, with the deployment of hundreds of thousands of police and paramilitary forces, with the participation of criminal paramilitary organizations. It aims to break the resistance of poor peasants in vast areas of India. It is about a mass and militant resistance that involves vast areas dwelled by over 100 millions of poor Adivasi (tribal people) peasants. The main reason for this military raid is to grab the land of the poor people and pass it to the corporations both multinationals and local for the looting exploitation of natural sources in these vast areas. It should be noted that the West Bengal state is under informal “emergency” situation. Despite the mass murderous raids of the reactionary Indian state the peasants’ movement is growing and resists the murderous assaults. In order to suppress the solidarity movement that has emerged for the struggle of the peasants, the Indian authorities have launched a fierce repressive and intimidating campaign against intellectuals who support the resistance like – for example – the well-known author Arundhati Roy. Left and democratic organizations of Greece denounce the criminal raid of the Indian state and support the struggles and the movement of the poor peasants, expressing their unreserved solidarity and call to a protest rally outside the Indian Embassy in Athens.

Once again various provocatsia, undermining, disorientation and terror mechanisms were mobilized in front of the justified people’s wrath that flooded the streets in every city in Greece. The apparent goal is to intimidate the people and block the flood of anger and struggle. Along with the media propaganda that lasted for months and miserably failed to persuade the people, along with threats and directives concerning the bourgeois legitimacy, at the same time with a huge police operation and threats there were also mobilized the undermining practice by actions totally alien to the spirit of today’s great demonstrations. Every time that our people and the workers are attempting to rise and take their fate in their hands, to get rid from the political paternalism of bourgeois parties and stand independently defending their interests, forces and actions either blind or provocative provide a leg up or even the salvation pretext to the dominants, the government and the establishment. Already the government and the media are taking brutally advantage of the tragic death of three people in order to set up scenery of concert, fear and coercion.

They will not succeed! Workers and youth, by safeguarding their mobilizations will continue and escalate their struggles, strikes and demonstrations. They will not be disorientated by the provocations, they will not submit to the calls of national concert and the so called smoothness; they will not be dragged by the spirit of submission of the political leaders’ council. They will mass the lines of struggle for the overall overthrow of the brutal measures and policies of the government, EU and IMF.

Greeting on the occasion of your 7th conference

Dear comrades, on behalf of Serve the People – Communist League of Norway we send you the warmest greetings and wishes of success on the occasion of your 7th conference.

This greeting aims to strengthen the solidarity between our two organisations and the Norwegian and the Greek working class.

Greece and Norway are two extremely different countries, but the value of international solidarity cannot be underestimated. There are of course also similarities in our struggle, as there is in communist work all over the world.

The 20th century started with great success for the international workers’ movement with the October Revolution. By the end of the century however, the communist movement was weak through great anti-communist influence on the working class and through the counter-revolutions in USSR and The People’s Republic of China. Many people left Marxist-Leninist ideology through these times, but now, communist organisations in many countries are again growing and gaining new members and supporters. Communist thoughts are winning new supporters and communist organising is experiencing an offensive in the time of crisis – a crisis created by capitalism itself. More and more people are seeing that capitalism means solely new crises and wars.

The crisis has struck Greece extremely hard, and at the moment, the leading member countries in the imperialist European Union discuss what measures they can take to help the Greek capitalists to avoid the working class protests against the politics of crisis lead by Greek politicians. The working class is on the offensive in Greece, and communist ideology is spreading among more and more people as a consequence of this. A correct party line and hard-working, dedicated cadres are decisive for the success of a communist party. We have great tasks in front of us, but through hard work, studies and a good fighting spirit victory can be won for the proletariat and their allies.

The operation was preceded by the ban of the Communist Party of India (Maoist) in entire India, their being added the so-called «anti-terror» list, as well as the tightening of the so-called «anti-terror» laws. These now allow arbitrary arrest for up to six months without any reasons whatsoever or without raising charges. They serve to justify open state repression and the severe restriction of bourgeois-democratic rights and liberties. That includes the repeal of the right of assembly up to the arbitrary arrest of journalists who have supposedly made themselves liable to prosecution because of their solidarity with the justified struggle of the masses.

This campaign had its origins in the brutal repression of the protests of the Adivasis (indigenous people) who opposed the establishment of special economic zones in the interest of international monopolies in Lalgarh (West Bengal). Since November 2009, dozens of villages have been completely devastated and the inhabitants driven out. Hundreds have been arrested on account of arbitrary accusations and leading representatives of the protest movement are in prison.

Despite some differences of opinion on the tactics of CPI, they deserve our sincere international solidarity against the massive restriction of democratic rights and liberties.

• We demand the immediate release of Kobad Ghandy, Ravi Sharma Anuradha, Sri Chhatradar Mahato, Raja Sarkel and Prasun Chatterjee and of the other political prisoners! For the immediate repeal of the so-called «anti-terror» laws and the ban of the CPI (Maoist)!

• For the immediate end of Operation Green Hunt and the retreat of all deployed forces!

• For the criminal prosecution of those responsible and the complete compensation of the victims of measures of state terror!

• Long live international solidarity!

• Workers of all countries, unite!

Serve the People condemns the government which is behind the Norwegian participation in the war and wants the soldiers home immediately.

- The Norwegian government, where the «peace party» Socialist Left Party participates, is responsible for the Norwegian war participation and thus also has the responsibility every time a Norwegian soldier is injured or killed, Ormåsen continues.

Taliban is no solution

- Taliban is no solution for the people in Afghanistan. Taliban stands for an ultrareactionary and oppressing politics against women, they want to bring Afghanistan back to the dark ages. We support the Afghan people’s right to throw out the occupiers. But it is obvious that the Afghan people will gather around those who run the resistance against the occupiers. As communists we cannot support the ultra-reactionary, women oppressing and islamist politics of the Taliban, but we support the Afgani people’s right to throw the occupiers out.

The US-imperialist occupation of Afghanistan has up to now cost more than 500.000 people their lives. As long as the occupiers don’t withdraw, there is no reason to believe that ther will not be hundred thousands of victims who will meet a too early death, Ormåsen ends.

As in Pistoia the trial battle begins for anti-fascists attacked by repression, in Rome the Supreme Court sided with those who want to outlaw Communists!

• Let’s fight against the establishment of new Specials Courts!

Yesterday there were two important legal deadlines for the fight in defense of political rights conquered by the Partisan Resistance against outlawing Communists and against the establishment of special courts the reactionary right wants.

• Rome: Supreme Court about the Eighth Judicial Proceedings against the “caravan” of (n) PCI

• Pistoia: first day of the trial against the anti-fascists

Supreme Court about the Eighth Judicial Proceedings against the “caravan” of (n) PCI   The Supreme Court upheld the appeal brought by “new Torquemada” Paolo Giovagnoli, now chief prosecutor in Rimini, and Marcello Branca, Attorney General Lawyer of the Republic at Attorney of Bologna, against non suit sentence “as the crime does not exist”, issued on 1 July 2008 by the Judge for Preliminary Hearing Rita Zaccariello about the Eighth Judicial Procedure for “subversive association” (Paragraph 270a) carried out against 12 comrades of the (new) Italian Communist Party, of the CARC Party and of the ASP.

In other words, the Supreme Court tore up Rita Zaccariello’s sentence and ordered a new preliminary hearing to decide whether or not to make the trial against 12 accused comrades. Therefore, with this decision, the Supreme Court allows the resumption of the Eighth Judicial Proceedings against the “caravan” of (n) PCI, that the “big powers” planned and the zealous Giovagnoli assembled and led, with the support of secret services and center-right and center-left governments, with the aim to outlaw this political area by using the instrumental charge of “terrorism.” With yesterday’s decision the Supreme Court takes sides clearly with the project by of reactionary and subversive right-wing:

• to proceed with more determination in wiping out what remains of the political rights conquered by the Partisan Resistance,

• to proceed in outlawing Communists and those who are fighting for socialist revolution, extending the repression against Communists and political opponents!

• to establish new special courts for the Communists and other opponents of Papal Republic.

The general prosecutor, Giovanni Salvi (brother of the exponent of Socialism 2000, member of the Federation of the Left, Cesare Salvi) harangued for the annulment of non suit sentence, easily violating the criteria that govern the functioning of the Supreme Court. Instead of following what the justice of our country dictates and then analyzing only the technical aspect of Zaccariello’s work and decision (that is whether or not there were errors or irregularities in conducting the preliminary hearing and in structuring the sentence), he went into content of the sentence. Judge Giovanni Salvi has in fact traced the events at the center of an investigation conducted by the «new Torquemada» and concluded essentially that Zaccariello has misinterpreted the count of indictment of “subversive association” (paragraph 270 bis). According to him, the presence of an organized structure aimed to transform the existing social order establishing socialism is enough to set the crime of subversive association. His «large» interpretation of paragraph 270 bis, count of indictment inherited by the fascist Rocco Code, is in line with that of the special courts of the fascist regime that used it to incarcerate thousands of Communists, political opponents and anti-fascists, including Antonio Gramsci.

We must remember that in the past Giovanni Salvi already dealt with the “caravan” of (n) PCI. In fact he was one of the holders of the investigation for “subversive association” opened against the «caravan» by the prosecutor of Rome in 1999 and closed on 4.09.2001. He was as well among the holders of following investigation, opened immediately after the closure of the former one, always by Rome Attorney, always for «subversive association», always against the «caravan» and always ended with closure in 2003, the year in which Giovagnoli in his turn opened this Eighth Judicial Proceeding!

Defending counsels asked Salvi why he before closed even two investigations and now supports the accusations of Giovagnoli, who opened an investigation immediately after the end of the two conducted by the Public Prosecutor of Rome. Salvi was cornered by this clear contradiction that showed persecutory and political purpose of the request for revocation of non suit. He tried to get free claiming that he asked closure in 2001 and not in 2003, as though contradicted by court records.

The State lawyer as well did not lack resourcefulness and creativity. He flung himself in fanciful inventions, without any correspondence with the documentation of the procedure.

While in court the rules governing Supreme Court’s functions and duties and the political rights conquered by the partisan resistance were violated, and the general prosecutor and the State lawyer did not hesitate to use even lies and misinformation, in St. Marco square, the CARC Party, the Proletarian Solidarity Association, the Struggling Workers Union for the Class Trade Union, some comrades of RASH (Red Anarchist Skin Heads), of University Resistance and of OCI (International Communist Organization) held a rally against the persecution of the Communists and in solidarity with Tuscan anti-fascists attacked by repression.

They also denounced the repressive attack carried out against comrades Virgilio and Morlacchi, arrested in recent days in Milan for a warrant by Rome prosecutor, who is carrying out the so-called investigation against the new Red Brigades. Also these timer arrests, accompanied by bombastic statements by Minister Maroni and by an intoxicating media campaign, testify the climate the reactionary right is trying to create in our country. The persecution of Communists and anti-fascists, the more and more clear violations of the Constitution and of the laws that to some extent protect masses’ interests, the accusations and police charges against workers, students, environmentalists, the “security package” of laws and the hunt for immigrants and Centers where they are shut in, the raids in Rom camps, the forced evictions of social centers, the militarization of entire cities and regions, the extent of control measures and enforcement, go hand in hand with the proliferation of tests of fascism. Casa Pound, Forza Nuova, Fiamma Tricolore, la Destra, the racist green shirts of Borghezio, and so on: the most reactionary part of the ruling class, properly represented by the band of criminals, fascist and clerical gathered around Berlusconi, is testing each one of these fascist and racist groups and movements to see which one could be able to lead the reactionary mobilization of the masses.

To repress opponents, to mobilize the most backward and brutish part of the masses against the other part, to drag all them in the aggression and looting of other countries is the way by which the ruling class tries to “get out of the crisis” keeping standing its system of social relations, its power and its privileges. The revolt of the immigrants in Rosarno uncovered which future this scum is preparing for us: savage exploitation, removal of most elementary rights, degrading living conditions, misery and brutishness. It showed which means it uses for doing it: the fascist squads in hand with organized crime and law enforcement. 

Pistoia: first hearing of the trial against the anti-fascists

In Pistoia yesterday it began the trial against 6 Tuscan antifascists, Juri Bartolozzi, Alessandro Della Malva (CARC Party members), Vittorio Colombo, Selvaggio Casella, Alessandro Cipolli e Elisabetta Orfani , accused of «devastation, looting and injuries», due to damaging Casa Pound seat on 11 October in Pistoia. These comrades are all under house detention, except Alessandro Della Malva, imprisoned in Parma, where he was moved to try to undermine its morale and its strength after a period of detention in prisons of Pistoia and Prato. In Parma, the comrade is subjected to censorship of incoming and outgoing mails, by order of the judge of preliminary investigations. This process is a clear legal frame based on false and opportunistic testimonies by members of Pistoia right wing.

Outside the courtroom there was a fighting rally for denouncing, for struggle and solidarity promoted by the Committee of Relatives and Friends of Alessandro della Malva, by the CARC Party, by ASP, by Pistoia Anti-Fascist and SLL. Throughout the morning there were launched slogan, made speeches, sung songs of the communist movement, spread anti-fascist leaflets, issued press statements to denounce the repressive nature of the trial aimed to contrast the development of Tuscan anti-fascist movement roots and leave free hand for fascists and racists taking roots in popular neighborhoods. The masses of Pistoia were called to solidarity with antifascists and to fight against fascists and racists. The comrades under inquiry could feel the warmth and support by the anti-fascist movement.

Inside the Court, in a room full of comrades, relatives and anti-fascists, a technical hearing was held to begin the trial, which was set for 27 and 29 January. The lawyers submitted a list of witnesses they deem appropriate to convene and illustrated the contradictions present in the court, starting from what the so-called “witnesses” referred. The lawyer Leone also highlighted the violation of political rights ongoing in this proceeding and requested the release for Alessandro Della Malva. Judge Luciano Costantini will decide in coming days.

Comrade Alessandro Della Malva, in his turn, asked the judge to make a statement. After some initial resistance, the judge leave him to speak, and he told he has nothing to do with the facts, he claimed his political activity within the CARC Party, denounced the political and repressive nature of ongoing proceeding, stated that it was necessary to nip in the bud the tests of fascism, to contrast the attempts by fascists and racists to take root in popular neighborhoods and to close their dens when the Authorities (violating the laws of the Italian State itself) do not directly intervene. Moreover, he denounced the regime of isolation and censorship to which he is subjected in prison in Parma. The intervention was applauded by comrades present in the courtroom.

After the hearing, Alessandro has been taken in prison again: a spontaneous march singing Bandiera Rossa followed the jail van going through the weekly market.

We launch a call to all anti-fascists, communists, sincere democrats to take a public stand against these attacks to the political rights and to promote initiatives for denounce and solidarity!

CPI (Maoist) Sums Up Advances in 2009 and Challenges Ahead

This statement appeared in Maoist Information Bulletin 11, dated October 7, 2009, which is available at Banned Thought.

As the unified Party enters its sixth year, the Polit Bureau of the CPI summed up the achievements of the past one year i.e., since 21 September 2008. The following is based on a Party Letter issued by the Polit Bureau of the CPI in the beginning of September, 2009.

Particularly in response to the Central Task of the Party to Build the Base Areas, transforming the guerrilla war into mobile war, and the PLGA [People’s Liberation Guerilla Army] into PLA [People’s Liberation Army], there have been significant advances on the war front beating back the attempts by the enemy forces to crush the revolutionary struggles. After the historic raid of Nayagarh and the wiping out of 38 Greyhounds in Chitrakonda (Ballimela) Dam near the AP [Andhra Pradesh] border in the preceding year, the current year has seen a quantum leap in the attacks on the enemy forces. Around 300 security forces have been wiped out in the past one year and there has been further consolidation of the new people’s power, particularly in Dandakaranya [DK-the forested area stretching across fives states in eastern and central India]. The emerging new democratic power, in the form of the Jantana Sarkars in spite of the vicious attacks by the Salwa Judum-State’s repressive forces has been a great source of inspiration countrywide.

If we look at the past one year we can pinpoint five main achievements:

(i) First, and most important, has been the more successful TCOC (Tactial Counter Offensive) in the current year, in which there have been at least a score of major guerrilla actions and scores of smaller actions. In most of our areas there have been a significant rise in the number of actions and losses inflicted on the enemy. In the past one year our heroic PLGA, people’s militia and revolutionary masses have wiped out more than 300 police, commando and central forces. Even greater number of the enemy forces was injured in our attacks. This is a significant development in the overall development of the people’s war.

Our resistance has become particularly significant from the time of the 15th Lok Sabha elections. Over 150 enemy personnel were wiped out during these four months alone. During these ambushes, raids and attacks on the enemy forces great courage was shown by our forces. There were massive protests during the bandh calls against the arrest of Com Ashutosh, the encounter of Com. Vikas and in support of the Lalgarh movement. For instance, in just the three months from April to June 2009, in the Bihar-Jharkhand area over 50 enemy forces were killed and an equal number injured. In DK the actions continue on a regular basis harassing the enemy forces and creating panic in their ranks. In the last six months hardly a week passed without witnessing losses to the enemy. This has had a huge impact on the morale of the enemy forces who are panic-stricken to operate in Maoist areas.

(ii) Second, the past one year has seen a consolidation and expansion of the organs of people’s political power, our janathana sarkars, in Dandakaranya. our organs of people’s power have spread to hundreds of new villages and have been consolidated at the area and divisional level. One more departmen–that of trade & industry–has been added to the existing eight departments under the janathana sarkars reflecting the expanding functions of the organs of people’s power. A magazine in Gondi language named Lokur Adhikar on behalf of our people’s governments was also started in May 2009. The consolidation and expansion of our people’s governments has become an inspiration to the oppressed people everywhere and a nigtmare to the reactionary ruling classes of India and the imperialists who are itching to crush these new alternative models of power based on functioning democracy, and models of development based on people’s needs and local resources.

(iii) Third, we have witnessed the armed mass struggles of the people of Nandigram forcing the CPM [Communist Party of India-Marxist, the ruling party in West Bengal] to retreat from its plans of seizing peasant’s lands for foreign-based industrial projects. This was followed by the historic uprising against the state and the social- fascist CPM rule in Lalgarh and the surrounding areas. The armed mass upsurge was a purely political action targeting the state and police forces. The masses came out in thousands armed with their traditional weapon and prevented the state administration from entering their area for over seven months. The forms of struggle adopted were: a social boycott of the police not giving them even food and water, gherao of police stations and camps in the area, physically resisting police attacks and chasing them out of the area, creating roadblocks.

The historic significance of these struggle lies not only in bringing forth a new form of mass resistance in which thousands participated with arms, but also it played a significant role in exposing the CPM social-fascists who lorded over the people of West Bengal for over three decades. Besides, the people of the area took up development works based on shramdan, building roads, irrigation schemes, health centres and education for the trbal children — schemes neglected by the corrupt CPM bosses over the past 30 years. Singur, Nandigram and more particularly Lalgarh have changed the face of the polity of West Bengal which had been in the vice- like grip of the social-fascists for over three decades.

There have also been extensive mass movements under the leadership of the Party together with other progressive forces, against the massive displacements taking place due to projects which is expected to hand over about one crore acres to big business. Extensive struggles have taken place against bauxite mining in Vishaka of AP, and the mining projects at Posco and other places of Orissa; in Chatttisgarh the aroused masses have stopped activity of not only the Tata plant at Lohandiguda but also the huge projects planned in North Bastar; so also in Jharkhand the huge mining projects are being resisted. Along with this there have been many movements throughout the country against displacement and the handing over of our land, wealth and resources to the imperialists and CBB, like Ganga Express Highway in UP, SEZs, etc.In all these movements our Party too played a significant role thereby gaining new experiences.

(iv) Fourth, our PLGA forces with the active help of the revolutionary masses freed our beloved leader, PBM, Com. Sunirmal from the clutches of the enemy, through a daring and well-planned raid in broad day-light in the district town of Lakkisarai, Bihar. In the light of the continuing losses of our leadership comrades this heroic action has had a great impact and has come as a slap in the face of the Chidamabaram clique. This has created a hope in the hundreds of prisoners who have been leading heroic struggles in the jails, created panic in the enemy camp and raised the confidence in the entire ranks of the Party and among the masses.

(v) Another important impact on the polity of the country was the wide-scale boycott by the Party during the recent Lok Sabha elections. Notwithstanding the presence of huge contingents of central and state police forces for over three weeks in the areas under Maoist influence, our Party, PLGA, revolutionary organs of people’s power and mass organizations carried out a mass political propaganda campaign, besides undertaking several tactical counter offensives against the gun-toting enemy forces who were desperately trying to coerce people to vote. Our propaganda campaign was so effective that there was hardly any electioneering by the political parties in Dandakaranya, many parts of Bihar and Jharkhand, West Midnapore, Bankura and Purlia districts and near-total boycott in Lalgarh area of West Bengal; in parts of Malkangiri, Koraput, Gajapati, Ganjam, Rayagada and other districts of Orissa; and other places. Besides, significant educative campaigns were taken in many parts of the country exposing the fake nature of the democratic process which is merely an expensive exercise to give legitimacy to the ruling classes to loot the country and the people.

(vi) Another significant episode which particularly has given much hope to the minorities and dalits of the country was the annihilation of the VHP fascist Swami Laxmanananda in Kandhamal of Orissa. The fascist gangs of the RSS. VHP, Bajrang Dal, etc have been instrumental in perpetuating genocide against the Muslims in Gujarat and elsewhere and also attacking the Christians in Orissa in a big way, and actively promoting discrimination and attacks on dalits, with State complicity, either directly or indirectly. The great political impact of the action on Laxmanananda and some other RSS-VHP leaders has aroused a hope that the Maoists will always be in the forefront standing with the minorities and dalits to resist the discrimination and attacks on them.

In spite of these important advances we have faced serious losses in the past one year. The losses we have been facing of leadership comrades in the past few years has continued in the present year seriously impacting the Party and the movement. We have lost our beloved comrade and CCM, Com Vikas, as also the arrest of an important CCM, Com Ashutosh.

Though these important developments in the advance of the Maoist movement of the country over the past year have aroused a great hope in the masses, yet, given the vastness of the country and our insignificant impact in vast urban and plain areas, the Party faces serious challenges in spreading the movement to newer and newer areas, with a focus of spreading the armed struggle throughout the country with the orientation of fulfilling the Party’s Central Task.

Challenges & Tasks

The above mentioned situation places the following challenges and tasks before the Party:

1) Take serious steps to thoroughly Bolshevise the Party by (a) ridding it of all non-proletarian tendencies (b) adopt a Maoist style of work and leadership, ensure committee functioning at every level with deep integration of the Party with the masses and the leadership with the cadres and © adopting a correct class line and mass line in all our activities.

2) Utilise the growing crisis situation to build our subjective forces by recruiting large numbers to the Party and develop all our party forces ideologically and politically. Conduct the rectification campaign in an effective way by concretely pin-pointing concrete manifestation of non-proletarian trends.

3) Utilize the unfolding excellent crisis-ridden situation to intensify the people’s war in the areas of armed struggle and in other areas build the Party deep in the masses with the aim to spread the war and revolutionary mass movement to newer and newer areas of the country.

4) Prepare the Party, PLGA and masses to counter the growing multi-pronged fascist offensive of the ruling classes. Take specific attempts at knowing the enemy’s methods thoroughly, through a deep study of our LIC document, and, in the particular, by studying the concrete steps being taken by the enemy in our respective areas of operation.

5) To take serious steps to stop the continuous loss of leadership comrades at all levels by going into the roots of the specific problems, also develop time-bound plans for the generation of new leadership at all levels in the course of advancing the revolutionary movements.

6) Counter the enemy’s attempts to isolate us and build vast united fronts against the reactionary forces with all progressive forces and particularly the Nationality forces.

7) Pay specific attention to building and strengthening secret structures of the Party and build up a strong, consolidated, political and organized mass base through revolutionary mass practice.

8) Take initiative to utilize the growing crisis situation in the world and its effect on our country by a concrete study of its manifestation in our areas of operation to evolve effective tactics. Seeing the possibility of big people’s uprisings in the light of the unprecedented crisis in the capitalist system, make timely and effective interventions to arouse the masses not only on their demands but also into political struggles and also to draw them into the war against the existing unjust system.

9) Establish the Party as a significant political entity in the polity of the country by effective political intervention on all issues of the day. The political intervention should entail mass propaganda, agitation and selective military actions, drawing in the vast masses on the issue.

NO TO THE PERSECUTION OF COMMUNISTS AND ANTI-FASCISTS!

NO TO THE NEW SPECIAL COURTS!

LET’S NIP IN THE BUD THE EXPERIMENTS OF RACISM AND FASCISM!

On 20 January in Rome, the Supreme Court will consider the appeal by the public prosecutor of Bologna attorney Paolo Giovagnoli and by Marcello Branca, General Attorney of the Republic at the Court of Appeal of Bologna, against the sentence of nonsuit judgement because facts do not subsist issued on 1 July 2008 by the GUP (Judge for Preliminary Hearing) Rita Zaccariello, about the Eighth Judicial Proceedings (OPG) for «subversive association» (paragraph 270 bis of Penal Code) brought forward for five years by Giovagnoli against 12 comrades of the (new) Italian Communist Party, the CARC Party and the ASP.

The sentence of the GUP Zaccariello barred the way to the exploitable use by the reactionary right of the crime of subversive association, inherited from the fascist penal code, to attack, suppress, subdue to various harassments (house searches, abuses of power, intimidations, seizures, controls, infiltrations, etc.) opponents to the regime of the Papal Republic introduced in our country at the end of Fascism. This sentence unveiled and demonstrated that from 2003 to 2007 PM Giovagnoli used the paragraph 270a of penal code (in particularly the accusation of terrorism) against some comrades of (n) PCI, CARC Party and ASP and bodies close to them, that is the caravan of (n) PCI, with the main objective to outlaw (n) PCI and hinder the work of the public organizations that recognize themselves and cooperate with his plan to make Italy a new Socialist country.

His aim was to declare them «terrorist organizations», against whom automatically apply the wicked deeds provided by the international «anti-terror» laws and regulations: essentially, detention of suspected people without judicial proceedings, deprivation of liberty and civil rights by decision of the police, harassments and various bullying. The stop put to the “new Torquemada” Giovagnoli and his accomplices and instigators was a victory for Communists, anti-fascists and all sincere democrats and marked an important step against the resolutions to outlaw Communists and the repression of people’s movement of resistance in our country!

Let’s mobilize so that the Supreme Court confirm the sentence by the GUP and put a stop to those want to promote reactionary devolution in our country, to the reactionary right wing gathered around the Berlusconi government and its fascists and racists ministers.

The Supreme Court will stand up for one or other of the two conceptions of repression (and in particular about the use of crimes of association and the so-called anti-terror laws) existing within the ruling class, the magistracy and the institutions of our country.

On the one hand there is the component of the ruling class that does not want its hands tied by laws in force and is determined to expand and make more and more violent, open and declared the preventive repression against students, workers, immigrants, fighting trade union militants , anti-fascists and communists, up to the outlawing of Communists and all opponents. It is one that leaves a free hand and instigates fascist, racist and members of criminal organizations while pursues, imprisons and condemns anti-fascists, communists and other opponents to the current regime. It is the reactionary right wing, promoter of the experiments of fascism embodied by the Berlusconi’s gang. Judges as Giovagnoli and Branca, who support the indiscriminate use of preventive and anti-terror laws and crimes of association, are part of this component of the bourgeoisie which tends to the subversion of the established order and that points to create judiciary and special courts tame to Berlusconi’s government and its ministries. Their appeals to the Supreme Court, Branca’s Declaration about the extension of police powers and the Italian-French bilateral group on «terrorism and serious threats» built by Giovagnoli speak for themselves!

On the other hand, there is that component of the ruling class that wants to follow, as far as possible, the laws ratified in the Constitution and the penal code, to carry out the repression of political opponents. This is more reluctant to the subversion of the established order and does not participate (and sometimes hinders, denounces) the illegal measures and procedures the reactionary right uses against opponents of the bourgeoisie and in particular of Berlusconi’s government. The sentence of GUP Zaccariello refers to this conception, the conception of the leftist and moderate rightist bourgeoisie.

In essence, the Supreme Court will decide whether to support that part of the magistracy and of the ruling class who wants to strengthen the repression in our country without getting their hands tied by law and the rights ratified in the Constitution, and clear the field by judges who, in one way or another, are reluctant to turn into this road or counter this attempt to openly trample on the rights ratified in the Constitutional Charter and to advance towards the outlawing of the Communists, along with related plans to create special courts and tribunals, strictly subordinated to the executive for political repression.

The Supreme Court will have to decide whether ranging within those who, at least formally, follow the democratic values of the Constitution, born from the victory of the Partisan Resistance against Nazi-Fascism, or rather within those who believe that freedom of expression and organization ratified by the Constitution are no longer compatible with the political and social situation that is going on, within those who believe that to manage the acute and terminal phase of the of the general crisis (layoffs, business closures of firms, greater misery and exploitation for workers, precarious workers, retirees) it is necessary to sacrifice individual and collective freedoms of people’s masses and to recognize owners, businessmen and adventurers of all kinds full freedom to exploit men, women and children, to plunder natural resources, to devastate the environment in which we live. It will have to decide, therefore, whether or not to endorse the package of laws ready-made for Berlusconi, its gang and its class, the so called «reform» of the justice Berlusconi and most reactionary bourgeoisie want to carry out to ensure impunity and a free hand to governments, financial companies, great industries, bankers, rich, high authorities, government, military and ecclesiastical authorities.

The persecution of Communists, the increasingly blatant violations of the Constitution and the laws that to some extent protect the interests of the masses, the suppression of anti-fascists, the police charges against workers, students, environmentalists, the Centers where illegal migrants are closed in, the security package and the hunting of immigrants, the raids of Rom camps, the evacuations of social centers, the militarization of whole cities and areas, the extension of measures of control and repression go hand in hand with the proliferation of experiments of fascism. Casapound, Forza Nuova Fiamma Tricolore, La Destra, the green shirts of the racist Borghezio, etc, that is the most reactionary ruling class, properly represented by the gang of criminals, fascist and clerical gathered around Berlusconi, is testing each fascist and racist group and movement to find one able of leading the reactionary mobilization of the masses. By the establishment of locations of Forza Nuova, of Casapound and other fascist formations in popular neighboroughs, this part of the bourgeoisie prepares the conditions for organizing the masses, especially young people from whom it is taking away any hope of living and future, on the field of reactionary mobilization. So, it tries to shift the problems and contradictions it has in ruling and ensuring decent living conditions to the bulk of the population in the attack to the immigrant «who steals jobs» and to the «different one» «who undermines the values of Christian civilization» in the «war to foreign competition that ruin our businesses», in the conquest of «living space» for our own bosses, in the struggle to «defend the interests of Italians before all and above everything. To repress opponents and mobilize the most backward and brutalized part of the masses against the other part, to drag them all in the aggression and plunder of other countries is the way by which the ruling class dominant tries to “get out of the crisis» keeping up its system of social relations, its power and its privileges. The revolt of immigrants in Rosarno has uncovered what is the future that this scum is preparing for us: brutal exploitation, elimination of most basic rights, degrading conditions of life, misery and general degradation. It showed what means it uses to do this: the fascist squads arm in arm with organized crime and police and carabinieri forces.

It is possible to put a stop to all this! It is possible prevent the reactionary right from constituting its emergency government! Workers’ Organizations, People’s Organizations, the true democrats must pick up the reins of the country and build their own government, a government of People’s Bloc, which bars the way to the reactionary right wing, to fascists and racists, and takes all necessary measures to cope with the worst effects of crisis by centering the interests of workers, students, pensioners, immigrants and housewives. This government will make the popular masses do the experience needed for large sections of the population understand that «while the owners can do nothing without the workers, workers can do everything better without the owners». So, such experience will strengthen the fight to end the capitalist system and make Italy a country free from owners, from Vatican, the U.S. imperialists and the criminal organization, a country where everyone could have a life of dignity and that will allow to make new steps on in the development of human civilization: a new socialist country!

The fight against the persecution of Communists and anti-fascists, against the clearance of fascists and subsidizing racists, against attempts to subjugate the magistracy under the orders of the reactionary right and to throwing into wastepaper basket what remains of the political rights gained by the Partisan Resistance feeds the construction of the People’s Bloc Government.

We call all true democrats, all anti-fascists, all anti-racist, all Communists to take a stand against these attacks and to mobilize and participate in the rally on 20 January held in Rome against the persecution of the communists, against the persecution of comrades belonging to (n) PCI, the CARC Party and the ASP!

We invite all anti-fascist and democratic forces to join the rally of 20 January which will be held contemporarily at the Court of Pistoia at the first hearing of the trial against the anti-fascists arrested on 11 October in Tuscany (including Alessandro Della Malva, federal secretary and a member of National Direction of CARC Party and National and Juri Bartolozzi member of CARC Party of Pistoia) and the rally of 26 January at the court of Massa, at the trial againts the anti-fascists who have sponsored and organized an anti-fascist, antiracist and popular squad on July 25, 2009 and have disinfected the city from the fascist squad SSS!

Turkey and Norway are two extremely different countries, but the value of international solidarity cannot be underestimated. There are of course also similarities in our struggle, as there is in communist work all over the world.

The 20th century started with great success for the international workers’ movement with the October Revolution. By the end of the century however, the communist movement was weak through great anti-communist influence on the working class and through the counterrevolutions in USSR and The People’s Republic of China. Through these tough times for communist thought, our two organisations were born – the MLCP in 1994 and Serve the People in 1998.

Despise brutal attacks from suppressing Turkish state, the MLCP has grown to become one of the most influential organisations in the revolutionary proletarian movement worldwide. Communist thoughts are winning new supporters and communist organising is experiencing an offensive in the time of crisis – a crisis created by capitalism itself. More and more people are seing that capitalism means solely new crises and wars.

A correct party line and hard-working, dedicated cadres are decisive for the success of a communist party. We have great tasks in front of us, but through hard work, studies and a good fighting spirit victory can be won for the proletariat and their allies.
